Rods: Visual Feedback while effect is active

Would be nice if the Rods would show you some kind of feedback while they are active.

Idea:
Color the viewport like if you get hit

Shielding Rod: Blueish Color
Healing Rod: Yellow
DPS Rod: Purple

(Green & Red is already taken)

Another Idea: Get a buff icon (because it is in fact a short buff :D)

I think we can do this with buff icons, and that's already part of the plan. I don't personally know how to make the flashes last longer, seems like a complex system.
