Deploy OSTComposer contract on Ropsten.

OSTComposer contact is deplpoyed at 0x96b81E17a64f74fDeABBA5C8eC075b4415F438f4 in ropsten.
We can use this for testing/dev

Keeping this in the parking lot, we need to redeploy once the optimization is done.
