In Kconfig Language, when using "menuconfig", every suboptions, which should show up under the menuconfig entry, must depend on the menuconfig symbol and be immediately following menuconfig entry. This commit move "if xxx" section next to associated "menuconfig xxx" item.
Uartlite has its own config items and init entry. There is no need to keep the config item in device "serial", which is acutally ns16550.
