Issue description

I am getting PublishStartError on my node because there weren't enough available nodes to complete the task

  • Node version: v8.1.1+beta.3
  • Platform: Ubuntu 22.04
  • Node wallet:0x41A390F184C340b3f0AB39f57243CB28cb6ab697
  • Node libp2p identity: 67

Error logs
