Using /report returns an error even though it works

1. When you use /report in game, it returns an error Sorry, there was an internal error while processing your command. This is even though the report is received by moderators.

2. To reproduce this, just do report a player.

Under what circumstances does this occur? does it always happen?

I'm not entirely sure, it happened on Capture1 about 3 hours ago. It seems to be working just fine now.
