Foreigners will enter their IDs in the wrong box if they can't see to the bottom of the page

Here the 外籍人士 is about to enter his 居留證號碼 in the wrong box, because he can't see further down the page where he is supposed to press the right button. Therefore we can see the beginning of this page doesn't alert him to look further down!

Here is exactly what is on top of the screen:

身分證號+健保卡號

Here the user assumes that foreigners have been forgotten, so he should just stick his Foreigner ID into the Citizen's ID box.

Yes you might say well he can read Chinese so he is probably smart enough to scroll down to the rest of the page to just check around...

In fact, this page is One Big Mess: first it assumes foreigners don't have ID numbers, and only have passports. Okay so we do need to enter our 居留證號碼 into the 身分證號碼 box after all!

So the only way the page deals with this case, like mine, is via an error message! The error message alerts us to go back and fill in our Foreigner ID card number into the citizen ID card number box!
