This is a dependency spec file for IVY, an automated dependency manager for Java projects.
It is similar to Maven, but doesn't require us to re-write our build process or stop using Ant 
just to take advantage of it.

Note:  The source control of Policy Machine does NOT contain the jar files specified here.  They must be 
downloaded.  This was done so that external dependencies would not have to be maintained manually and so 
that updating to a higher version of a particular dependencies would be a relatively painless affair.  No
specific versions are specified anywhere during the build process.  This decoupling is another benefit.  

Also, the initial build of Policy Machine must be done while connected to the internet.  The build file will grab and setup Ivy on the target
machine and then download all dependencies from the internet.  After this initial setup, builds can be done without
being connected.

This tool does not relieve us from specifying the locations of OpenOffice on the classpath.  There are restrictions
regarding the relative location of OpenOffice jars and as a consequence cannot be moved from their installed location.

This file specifies all external dependencies for the policy machine
