Figure out how to run sloth on windows then add it to the labeling guide on the wiki

I got sloth to run in windows correctly with our labels. I need to look into some path issues, to make running things more simple. Once I do and we get our scripts working I will work on updating the wiki.

Working, the only problem is python paths. Also scripts for windows, coming up.
