Support using RabbitMQ transport in low-privilege mode (without rights to create accounts) for locked down environments.

Configure RabbitMQ to not attempt to declare exchanges at runtime. Useful when installers have already been executed under privileged account
Consider adding a command-line utility similar to the one in new ASB transport
