RU: Нужна проверка на дублирование названий при добавлении нового региона.
Когда вводишь название для нового региона, нужно, чтобы оно подсвечивалось красным, если точно такое название уже есть (независимо для каждого языка).
И не давать сохранить изменения, пока дублирование не устранено.
