Given the GitHub runner for OSX builds XRootD from scratch, it's a great candidate for switching the build to the new consolidated branch (at https://github.com/PelicanPlatform/xrootd). Switch over the source -- and, in general, update to the latest plugins.

It turns out that there were some real failures in the consolidated build on Mac OS X. They're fixable - but I'm going to bump this to v7.14.
