How do I create a new Chrome window when clicking on the chrome extension icon?

I'd like a new chrome window to pop up when I click the icon, how can I do this? And more importantly, can firebase-auth work in it (without complaints from the CSP)?

I tried doing the Firebase auth on the content page however I ran into CSP issues.
