Upgrade submissions website to OJS 3.4 and migrate to Azure

submissions.post45.org is currently running on @wang-arthur's personal AWS account. Needs to be migrated to the org's Azure account.

A fresh install of PKP OJS stable-3_4_0 is now running on Azure App Service.

Still to do:

• Restore database from backup
  • Follow upgrade instructions (running a fresh install of 3_4_0, but database backup from the previous site is 3_3_0)
  • Local test run (fresh 3_4_0 install + backup imported from 3_3_0)
    • The Release notes don't mention any database migrations, so check first to see if pointing config.inc.php to the new database is sufficient. If not, follow the Upgrade Guide
  • Live site database restore
• Update all relevant email templates
  • Test all email templates
• Inform colleagues about new site (and ask Contemporaries if they'd like to use it too)
• Adjust submissions instructions on post45.org
