I am trying to install the new release of powershell psreadline and this message keeps on appearing to me" 'Install-Module' is not recognized as an internal or external command,
operable program or batch file.

That indicates you don't have the PowerShellGet module available. You will need to manually install the PowerShellGet module first and then use it to install newer versions of PSReadLine.
