Release tagged versions of Cookbook template

I think it makes sense to mint new releases of the Cookbook template each time we have a working update.

This could help with our future automation for pushing updates out to all the individual cookbooks. An action can be triggered by each new release to open PRs on every Cookbook repo.

We could simply adopt Calendar Versioning like do for the pythia-datasets package

Revisiting this. I think that now is the time to mint the first "release" of the Template, now that the infrastructure has settled down.

I'll bring this up at an upcoming IWG. It would be good to have some sort of consensus on releases and what they might trigger (e.g. some automation as proposed in #86)

Closing this as we have started minting releases of the Template and tying them to DOIs on Zenodo.
