command block doesn't get removed when placed in survival

I've searched existing issues and couldn't find a duplicate.

What happened?

If you give you a command block and place it down in survival, it doesn't get removed from the inventory but you also cannot place it a second time.

To Reproduce

/give @p command_block
Place it down in survival mode 2 times

Expected behavior

should behave like all other blocks

You can't place a command block while in survival in vanilla Minecraft.
That's why it is bugged. The client thinks it could not be placed, but the server places it.

If I remember correctly, you can place command blocks in survival. You're only unable to access them.
