Realtime conversion from PCM to AAC?

I'm receiving a PCM audio stream and need to convert it to AAC in memory so it can be done in realtime. I've tried searching for an example of doing something like this, but haven't been able to find any that are in a working state. Is there an example I'm missing of how to transcode the frames/packets in realtime?

Here's an ffmpeg command that does what I need, but I'd like to do it with PyAV so that I have more direct control and don't have to run a separate process. What's the best way to do that?

cat input.raw | ffmpeg -hide_banner -f mulaw -ar 8000 -ac 1 -i - -c:a aac -f adts - > output.mp4

(NOTE: in the actually use case there aren't actual files for input.raw and output.mp4 and those are just streaming data but I did them to be able to show the example)
