Currently when you place your mouse on the map and scroll up or down you zoom in or out. Also, when you place your mouse on the lists below the map and scroll the lists will move up or down. This makes navigating the page difficult because when you start scrolling down the page and your mouse gets into the map, you stop scroll down the page and start zooming the map. Same happens for the lists
If we disable the scrolling capabilities of the map and lists then scrolling can be reserved for navigating up and down the page and zooming/moving up and down the lists can be done manually.

@jesseokeya eliminated the scroll for the map, now we just need to get rid of the scroll wheel for the lists, without removing the scrollbars for the lists.
Also wondering on opinions about this. Should we remove the scroll wheel functionality?
