对于某些拓展包，服务器可以强制令客户端下载它们，但服务端不一定会选择启用它们。
这一点对于某些基于主服拓展包魔改的拓展包是必要的（比如修改了国战拓展包后，新注册用户进入私服后不会下载原先的hegmony，导致util函数无法被引用）
