Neolink Release 0.5.15

Changes how discovery is implemented to improve initial connectivity. Previously only the first (paritally) successful register was contacted to learn the IP of the camera. Now all registers are tried until complete success occurs. This should reduce the number of Discovery Failed errors.

Adds the splash = true/false option to the config file. This will disable the Stream not ready static image when RTSP connections are attempted before the camera has connected to neolink. If set to True it can help with some clients like Blue Iris in getting the right resolution.
