RESO Certification Utils can either be used as a library or command line util. The library is being used in AWS Lambda functions as a layer, which has been manually created for now.

For examples of how the CLI and library differentiation was handled, see this PR.

We should probably rename the utils folder to lib and adopt that convention for anything we use as a library.
