Both the Offline and Online installations fail to install software probe.

Issue discovered on a fresh raspian build, can't deploy a new software probe via either method documented.

Using:
ripe-atlas-repo_1.5-2_all.deb

Current docs: https://github.com/RIPE-NCC/ripe-atlas-software-probe/blob/master/INSTALL.rst#to-build-deb-files-for-debian-or-debian-based-distributions

$ sudo apt install ripe-atlas-probe
Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
Package ripe-atlas-probe is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source

E: Package 'ripe-atlas-probe' has no installation candidate

$ sudo systemctl start ripe-atlas.service
Failed to start ripe-atlas.service: Unit ripe-atlas.service not found.
