On the new naga chroma the 2 top buttons are set to the sensitivity settings from 1 to 5
which I don't want I just want normal back and forward functionality so I set in the settings file 13 - click=8 and 14 - click=9 but they don't change

I dont know the mouse, but maybe those buttons are somehow hardwired to change sensitivity?
If they change the sensitivity of the mouse itself and not via software probably you would need to fiddle with the mouse driver to modify their behavior.
See this project https://github.com/openrazer/openrazer
Much beyond the scope of this one.
You are correct they are hard wired,,
And again very good point openrazer might help me, it slipped my mind,
I've stayed away from openeazer because from what I saw earlier all it did was change lighting and stuff, but you might be on to something, It might be able to fix those 2 buttons
