"Last updated" baseline scenario doesn't update when a facility is updated

Describe the bug
Latest facility update was on 7/30, but baseline scenario was last updated 7/23. Baseline scenario latest update should be 7/30?

To Reproduce

1. Go to a facility, update cases or some other info in the facility. Click save.
2. Go back to main library view. The facility will show "last update: [today]" but the baseline scenario will not update.

Expected behavior
When a user makes any update to the scenario, they would expect for the baseline scenario last updated date to be the current date.

Not sure if that is actually WAI, and that the baseline scenario should only update when a new facility is added?
