Describe the bug
I have all of the notifications in the settings set to site messages, but many of them don't seem to work. The ones for getting PM's work fine, but none of the ones for comments seem to work.
To Reproduce
Steps to reproduce the behavior:
Leave a comment on an achievement page, user wall or forum thread.
No notification will show up for the other guy. My username is UnsolidSnake if you want to test.
Expected behavior
A site notification stating that X person has commented on Y topic, or on my user wall, or on Z achievement.

Thinking about this today (07 Oct 2023 GMT), before RAWeb V4, we had notifications of Private Messages, Tickets received and Claim expiries being shown separately on Navigation Bar next to avatar. Now that we nest them inside a Notification Bell, then, this might open new possibilities of this issue being addressed in future!
I imagined something like "X posts have already been committed since your last visit on topic Z[]" for each topic Z to be displayed inside notification bell for the user - like already done on Forum Post History on Additional Posts column. For example, if a user is subscribed on 3 topics, then, it would be 3 messages shown inside the bell saying that X posts were committed since their last visit on those topics.
However, since a user can be subscribed on an unlimited quantity of topics, then, it creates an exception: it would inflate the notification bell in worst case scenario, burying other messages and messing with incoming ones. So, the idea is to mirror the notification bell feature, but, ONLY for this kind of feedback - maybe putting a Newspaper Icon on that marking it with a red dot when a notification comes on forum topics, for example?
In the end, you would have 2 notification icons: Notification Bell for PM, Tickets, Claims and such; and the Newspaper for any activity on Forums and such. User Wall comments, other activities and achievement feedback might go to Newspaper Icon too since they are public. Another good thing is: If we treat the bell for important/personal ones and newspaper for public ones, this would be better standardized.
The notifications systems will get a full overhaul. The addition of the notification bell icon has been a preparation for that indeed.
The dropdown cannot be the main hub where it's decided what is important and what not. Have a look at other sites and how they do it. It's in the user's own interest to manage their notifications. It's in our interest to train our users to do that in the future.
Those settings however don't do anything, are misleading, and should be hidden for now until
notification/subscription management has been improved.
