Allow HEAD request to /formList #1352

currently returns 405 response

Would be nice if we can use HEAD https://formhub.org/account/formList to check authentication requirements.

This will be much faster in case an account is not protected.

Ona, KoBo, and ODK Aggregrate already support this.
