Allow option "Only My Branches" to notification configs

Allow users configuring notifications for a Repository or Plan to check a box to only get notified on branches which they've committed to before.

NOTE: How to determine if the user uses the branch is the biggest part of the challenge. For example, do we exclude merges from other branches? How do we do that?
