Make scout panel dump script deal with panels duplicated across institutes in scout

Seems like panels are sometimes created in the cust000 institute and share ids/names with klingen/onko panels

Current export script only checks panel ids, versions but does not look by institute, which led to a panel where the latest version was in the cust000 institute not being exported for klingen_38 and thus not added by create_yml.pl

Should the dump script take the latest version from each institute?

Should it print a warning?
