Permalinks don't give priority to section articles over category articles #173

Given a site where a section contains a category, and both have an article of the same name, it becomes impossible to link to the section-level article.

Example section contents:

reference/my-category/index.md
reference/my-category/some-article.md
reference/some-article.md

You can link to the article in the category explicitly using {{site.baseurl}}/reference/my-category/#some-article, but linking to {{site.baseurl}}/reference/#some-article will link to the article in the category as well.

This happens because viewing the reference section includes category articles, and the article in "My Category" shows first.

@torabisu please could you review the relevance of this issue? It appears to be indicated for a deprecated version of Presidium.
