♻️ Latest Rules sidebar | Reduce from 10 to 5 + add "see more"

Hi team,

as per my conversation with @adamcogan

Pain

1. Latest rules section is too long
2. Users also expect a "see more" at the end, not on the top
3. The heading "LATEST RULES" is a link to the homepage... (aka link to itself)

Tasks

• 1. Reduce number of latest rules on sidebar from 10 to 5
• 2. Move the "Latest Rules" link from next to Categories to be under the sidebar section, renamed as "See more" to avoid repetition
• 3. Remove link from heading "LATEST RULES" on SSW.Rules (to be kept on SSW.People)
