Build new tutorials as HTML (Trac #936) #1016

The new tutorials need to be converted from .fodt to HTML with !LibreOffice.

!LibreOffice can be run from the command line. Invoke as {pathto}soffice.

soffice --convert-to html tutorial-file.fodt

NB: The text-graphics formatting/juxtaposition is not great.

NB: There do appear to be ''browser-specific'' output filter switches.

@smk78. This I think has an immediate deployment value? .. though for tutorials I think the PDF are probably the most useful? For now am going to move this to 5.1 milestone
