Could do either way. It's probably fastest to do it on the whole state first and then to extract out stats based on whatever unit we're interested in. What do you think?
Sure, doing at state scale first sounds good. How are you planning to define annual grassland pixels? If the RMZ file doesn't prove to be a good way of doing this, we could reach out to Jones et al to see if they would be willing to share the % annual grassland file since their app doesn't allow us to create and export a mask. They probably already have it as a GEE asset...
