installer not working

Whenever I run the windows installer it just opens up some command prompt code for 1 second, then disappears and nothing else happens.

That's because it's not an installer, but the command line app itself. The command prompt appearing and disappearing is you running the program (without arguments) and it showing a help message.

Try running the program from the Command Prompt instead.
