[Bug] Make Public button available for non-admin users #222

Expected Behavior

The "Make Public" button should only be available to toggle for users with admin access.

Steps to Reproduce

Run the website as a non-admin user.

Device Information

Desktop/Mobile: Desktop
OS: Windows 11
Browser Version: Google Chrome 126.0.6478.127
