Currently you show the "highlight an exception" button in red, which makes it stick out of all other buttons. I know you want to mark it as dangerous, but this is a bad way, as it emphasizes the buitton the user should not use even more.
So rather go the other way around: Emphasize the good decision for the user (here: "Change website") and make the exception link much less visible. Possibly use a grey text colour and do not place it next to the usual buttons, so it is much harder to find for the user.
