Bump DataTables from 1.13.2 to 2.1.8

The existing features seem to work fine. It is more maintainable and easier to develop using the v2 version.

@alistair3149 we have still to manage the new layout option https://datatables.net/reference/option/layout and ensure the dom option still works (as far as I know there are inconsistency in the layout, therefore it should be converted by the script to the new layout format)

The old dom layout format still works for now and I am planning to do a follow-up PR on some layout improvements, so I will follow up there.
