Create new order from Completed orders for items that haven't been fulfilled/received

@elbrando: For items that were ordered but are 0 fulfilled, what we would call backordered, I’d like to be able to filter those out of the receiving somehow. Not remove them on import, just take them out of the UI. A tickbox by the filter or the filter itself. I assume that filter has/will have some features built in? There can be quite a few backordered items (this is part of the tracking/reporting I’ve mentioned before) and the managers are getting a bit confused when trying to find some items in the “leftovers” list. Hopefully, this will be a lot less of a problem once Scan-to-Receive is working correctly.
