Dev Process | Add Questions & Mention Blockers Publicly in rs-dev (Slack Channel)

As RSP engineering team, we want to ask questions and mention blockers publicly in the rs-dev channel to reduce redundancy and give visibility to others who may have the same question/blocker.

Acceptance Criteria:

• DO NOT stay blocked for longer than 30 mins without posting a question publicly in rs-dev channel.
• ASK questions publicly in the rs-dev channel (NOT IN DMs) so other devs/team can have visibility
• NO Question is a dumb question and be open to being vulnerable by sharing questions/blockers publicly
• LOOK in rs-dev to see if your question has already been answered or asked by another day recently.
• Permission/access issue/devOps ping in RS-Eng, tag Monil
