As the RSP engineering team, we want to document and share DevOps & Deployment protocols so that our engineers can work without blockers.

Acceptance Criteria:

Knowledge for how to instantiate and run agents locally is documented and shares
ENV files and secrets are securely managed, documented on how to access, etc.
knowledge is documented and added to readme.md or markdown files
knowledge is updated with major config changes or updates
