Reason is probably that BSD::Process does not pass tests since FreeBSD 9 (see https://rt.cpan.org/Ticket/Display.html?id=88975 ). The bug report is quite old and and it does not seem that the current maintainer will fix it.
What are the solutions?

tell users to force install BSD::Process (after all it may be that the test failure is not that problematic)?
