KillDebugger broken on Windows

The structure that holds the process information is correctly deleted, however whatever system calls are used to kill the running debugger process silently fails. Then, the next time the user attempts to kill the debugger, the command fails saying that no debugger is open (because the process information was already deleted).

Works fine outside of Windows.
