Build user submission/feedback template files

tidymodels has a separate public repository, called .github, that is used to manage/track user input or feedback file templates for the tidymodels package. Can we incorporate something similar into somatemplate? Investigate this further and identify what our options are.

Ideally, these templates can be a part of this package, which will enable us to control & update the templates from one central location. However, it may be necessary to create a separate GitHub repo for this purpose (like what was done for tidytemplates/.github). Stu recently had to populate changes for the PR & question submission template across SomaDataIO and SomaPlotr, which is time consuming and tedious. An alternative using this template package or other, more centralized method would be ideal.
