Name placement on area amenities often fails until high zoom

That name only appears at zoom 23. Note that I inherited many "text-placement" mapnik instructions from OSM Carto in 2014 and have not updated this style with improvements to text placement that have occurred in OSM Carto.

Note that OSM Carto now only makes far fewer references "text placement" when placing names - that is an avenue worth exploring.
