운영에 필요한 동작들을 명령어 단위로 구성한다.

번들 생성 명령 : 번들 용량, 내용 등을 확인하는데 사용
배포 명령 (번들 생성 기능을 포함) : 코드푸시 번들을 배포
배포정보 변경 명령 : 배포한 업데이트의 enable, mandatory 여부 변경
