[Prealpha] Obsidian System Configuration Block - Observability Settings - Missing Placeholder Text

Description

In the Obsidian System Configuration Block, under the Observability section, for the Endpoint Headers field, the placeholder texts for Key and Value are missing.

Webforms block in v16.6:

Obsidian block in v1.17.0.32:

Actual Behavior

Placeholder text is missing for the Endpoint Headers field.

Expected Behavior

Placeholder text should not be missing for the Endpoint Headers field.

Steps to Reproduce

• Go to https://rockrmslatest.com/admin/system/configuration
• Expand the Observability section
• See there is no placeholder text in the Endpoint Headers field.

Issue Confirmation

• Perform a search on the Github Issues to see if your bug or enhancement is already reported.
• Reproduced the problem on a fresh install or on the demo site.
