NOMEN terms lack rdfs:isDefinedBy annotations. From your perspective they don't add that much if anything, but they're very useful if an ontology is synthesized from different source ontologies and vocabularies, because it maintains a link back to where a term was originally defined and presumably was thus conceived of, in a way that's both human and machine readable and follow-able.
I've had to add those manually for the few hundred NOMEN terms I'm reusing in the TCAN (Taxon Concepts and Names) ontology. It'd be nice if on a future rebuild they came along already with an extract from NOMEN.

There are 3 ways to infer a definition.
Class hierarchy. This is pretty straightforward. An ICZN available name is a symbol, a biological name, a scientific name. See rdfs:comment for additional definition at some levels.
Crossreferences and class metadata. See things like Zoonom_ARK, GBIF status, code applicability start/end date.
Most critical, pointers to the definintion in the Code itself. E.g. ICZN arictle
