Hive'Ashi Scout Report quest incompletable in Silithus.

[It's very non-urgent since there are many other quest options to get Tactical Badges]
In Silithus, there's a few repeatable quests for "Cenarion Tactical Badge's you get from 'Tactical Task Briefing's.
Tactical Task Briefing VIII is gives a quest to pick up a Scout Report from NPC Cenarion Scout Jalia. All you have to do is talk to the NPC for the quest item.

The NPC doesn't give the quest item it's supposed to. (All the other scout quests worked fine, though)
