What feature should be added to Suwayomi?

Note: This request depends on issue 699, and issue 705

Dont download chapter if they have been marked as read by the tracker refresh:

One should be able to still manually download chapters.

Why/Project's Benefit/Existing Problem

It will prevent downloading unecessary chapter if they have been read by another source.
