🐛 Bug description [Please make everyone to understand it]

主要问题在于，如果使用者使用swanboard开启看板，如果受到一些限制出现必须存在根路由的情况，此时history模式将不再有效，需要使用hash router模式。

不过我们希望同时支持hash router和history router两种模式，默认使用history，还需看看是否可行
