Classic WoW version 1.13.7.39692

I believe I narrowed down tooltip fade (or lack of) to this addon. When enabled, tooltips for mobs/npcs/etc disappear immediately when mousing off the target. Default game behavior is to do a slow fade of the tooltip. Is this something that can be allowed in the addon?
